Why do people find it so difficult to stick to the rules of the road?

Question:
Why do drivers make things so complicated for themselves on the road. The rules are clearly outlined in the Highway Code. They are not hidden or encrypted. If everyone drove accordingly the traffic would flow much more smoothly and driving would be a pleasure.

Well, in the area that I live, most people are foreign and I suspect that they do not have UK driving licenses. Therefore they have most probably never read the Highway Code.

how am i supposed to react/steer when i skid on ice? when hydroplaning?

That sounds racist or something and I don't mean it like that ... my own driving license was issued in New Zealand. I never bothered to get a UK one as I don't drive here - I live in London and there's no need to. Legally (within the first year of arrival) I would have been able to drive here without ever having read the Highway Code - my New Zealand license was authorization enough for me to do this. Yet New Zealand and the UK have very different rules so why does knowing the rules in one country permit you to drive in the other?

what medications should be on a hospital code crash cart?

I do not understand why the police turn a blind eye to driving offences. Just yesterday I almost got hit by a car - I was on a crossing and the driver chose to ignore the fact that his light was on red and just drive through anyway. There was a cop car parked right next to the crossing with two officers in it, and at least one of them definitely saw what happened, but didn't do anything,

How come these young whipper snappers are in such a rush/ they want to do the speed limit Thats crazy?

A main reason is that the cars of to-day are quiet, smooth and easy to drive, drivers feel insulated from the weather and feel "it cant happen to them"
You may have answered your question your self when you say you have to use all your senses, there are a lot of drivers who don't use any sense or logic, men as well as women,
If your look at the stats relating to accidents you will most likely see its the 17 to 20 year olds that cause the most accidents, The logical thing to me is to increase the age of driving to 21, but when do governments apply logic ?
Like you, I agree you don't need to be highly qualified to drive.
reduce the risks by applying common sense,

What agencies in New York oversee the local volunteer ambulance services?

It also does not take a PhD to know that in Germany, the rules constantly change to adapt to current conditions. Hence, an LCD speed limit sign will reflect 80 mph in clear weather and no traffic, and will reflect 60 mph when there is rush hour a few miles up, and will reflect 40 mph when the rush hour hits its area.
Such rules actually make more sense, and people are willing to abide.
Oh, and they have these cameras everywhere, I believe, that actually measure how many "perforated" line segments there are between your bumper and that of the car in front of you.
Hmmm... making sense and then closely monitoring. Sounds a lot better than our dilapidated system, which just screams for rebellion.
