I guess we could chalk this phenomenon up to ignorance or hubris. I see this all the time, especially early morning when I leave for work. It's a proven fact that driving with lights on, no matter what time of day it is, increases your chances of actually being seen by other drivers, hence the introduction of daytime running lights some years ago.
Oh I forgot, the ones who choose to drive lightless at dawn, dusk or in the rain are just fools, dangerous fools at that.

Because they're thinking about what they can see (which in rain tends not to be improved by switching on lights), rather than being seen (which is much improved by switching on lights).

Probably because their mind is on other things and they don't think of themselves as being hard to see, because they can see themselves just fine. I am not one of those people. My lights are on all the time....I'm a smidge paranoid of getting rear-ended.

This is something that I do not understand either. It is even against the law to drive in inclimate weather without your headlights on where I live; that does not seem to make that much of a difference to some drivers.

Sometimes it may happen because the driver just forgets to turn them on, or possibly they are used to driving a different vehicle that has automatic headlights.

I have checked from Florida to Connecticut to California and
found that almost all states have a rain/lights-on law.
Many new cars now come with rain sensors that automatically
turn your lights on and like my car,the lights are always on for
safety.
As usual,some people don't care about accidents or harming others.
