The only place i have seen this is in France and its to cut down on the glare.You dont need these coloured lights but if you take your car over there you have to adapt your lights so they shine towards the verge and not towards oncomming traffic.You do this with special adaptive strips.You may have mistaken the orange headlamps for the "fog" lights ---and if you take a vehicle to a foriegn country then you will have to live with the rules...it's usually cheaper to buy a car in that country than to ship and try to comply and---------- go now and get your international drivers license while you can test in English and don't wait for this and test in a totally not-comprehendible language
