This is a loaded question because when an accident occurs and alchohol is not a contributing factor then the police will automatically figure out a way to make speed the reason. This was the case when a truck driver going 20MPH lost control of his rig on an off ramp that was marked at 35MPH but the police said the cause was excessive speed...although the truck driver dropped a front steer tire off into a huge rut on the edge of the pavement. No mention of failure to control...just excessive speed. The police skewer the way they write accident reports to suit the situation. Failure to control due to excessive speed? There's a really good catch-all citation isn't it? You can see where I'm going with this, right? If the police write enough accident reports with "speeding" as the reason for the mishap then they can justify 55MPH roads just about anywhere. My guess is that DUI...be it drugs or alchohol...is the largest cause of accidents. My second choice would be inattentive drivers. And third would be young drivers.
