Thats a little tricky. Too many teens are too into being impressive and irresponsible but not all. So,some may be mature enough to handle driving while others may never be. When my kids are at that age Ill decide. If not then they can do it when they are legally able to on their own.

Start them driving at 15 in all weather conditions. Set some rules, no cell phone and no more than 1 friend in the car. If you don't let your child start driving under your supervision, they will just teach themselves when they turn 18 (and that doesn't turn out that good).

I think that a child should drive at 18. That way they have a little bit more of Common sense than they did at 16. Cuz at 15 and 16 years of age they want to challenge people and they'll drive right after they have a drink and that way they can stay safe!

As a law I think 16 at the absolute youngest, and they should probably have restrictions on the number of passengers and night driving. However, I think you should start teaching your children how to drive (on private property) as soon as they can touch the pedals. Driving well is a challenging skill and people need all the practice they can get. At first just operating the vehicle can be pretty overwhelming without having to deal with traffic and signs. Also I think they should be required to learn and test on standard transmission cars. And the test should be more similar to a pilot license then the bs that passes for a license test in the US today. And there shouldn't be speed limits on interstate highways. But I digress. First car should ideally be purchased by the child or at least they should pay for the insurance. It should be something safe but with a standard transmission.

I'd happily encourage go karting or similar types of motorsports at an early age if the child is interested. Both fun and provides an excellent basis for car control when that time comes. As for actual driving on public roads, obviously there is a legal age limit that comes into play, and the need of a parent to evaluate the maturity of the child to handle that responsiblity (some kids might actually be able to handle this at 14, while others really may not be ready until 19 - if ever).
