Baby and child seats in taxis?

Is it true that when travelling in a taxi you are not required to provide a car seat for a baby or a child. Can a taxi take a baby or child in the car without a car seat legally.

my taxi firm says if the car seat fits their car or has a booster seat then they dont mind waiting till u strap your child in but the law states taxi firms are exempt from this as long as its for short journeys

I dont think it`s legal to take a child in a taxi without a carseat but i do know that if your only travelling a short distance with an older child you dont need a booster seat,you can use the seat belt depending on their height i think.
