Turning left at stop traffic, turn right on pull out lane, the car turning left crashes, whose fault.?

I was going east, i needed to to make a right so i pulled into the turn out lane, the traffic was very hevy , bumper to bumber, I did not see a car that was going to turn left, and he could not see me. so he crashed into me, whose fault is it.

I am not sure I completely understand but I will give it a shot. Normally, traffic turning right would have the right-of-way. An exception being that if the left turning traffic had a green turn arrow. If a police report was filed, check it. It will usually list who is at fault.

I may not understand all the info. Was there a light involved? Did someone turn right on red? If no lights, the person who did not have to cross traffic lanes should have the right of way.
