I agree that it depends on your state. In Washington they are changing the law - more restrictive!Front Seat: Age 13 and older.
Booster Seats-Back Seat: Up to 8 yrs old or 4'9" and use the proper child restraint system. (Wanna laugh-I'm 43 y.o. and 4'9" - yes, I sit on a pillow to drive!)
Most states go by weight and height now. But they do not enforce these restrictions once a child reaches a certian age.
