Considering it is just a metal bar at tooth level holding them back, perhaps a simple lap belt would be a good idea. That being said, lap belts can cause serious internal organ injuries if not worn exactly right, so this may be a problem with young children. They say that large busses are the safest vehicles on the road though.If school buses had seat belts, how would you enforce the use of those seat belts? The purpose of the high seats is to protect riders.

Due to the construction of the bus, and the way the seat and seat spacing is designed, it is actually safer for them not to be belted. A bus is well over 10,000 lbs, so comparing it to a car is pointless. The seats are padded front and back to protect the kids from impact, and spaced close together to minimize loose bodies from falling about. A lap or shoulder restraint could cause internal organ, neck, and head injuries, more so than in a car. Traffic accident inspectors will agree that even though one is seatbelted in a car, injuries and death still happen. Just like in a bus that was designed to keep passengers as safe as possible, and able to evacuate quickly. Not all accidents are preventable, unfortuanately. Small buses that are under 10,000 lbs do have seatbelts since they are constructed much like a van.
