Are vehicles with signs that say, "Stay back 200 ft-not responsible for damaged windshields" truly not liable?

For example, trucks that are carrying rocks...if they aren't responsible, can't we all put a sign on our vehicle, throw things out the window and not be liable? How is this possible?

They are responsible. Just because a company puts a sign on the back of a truck, doesn't absolve them from having to pay damage.

it is true they are not liable i believe if and only if they have some sort of cover on the top of their trucks if they are trying to prevent the rocks or debris from falling off the truck.
