My car (2000 Civic) doesn't have ABS. And where I live the winters can get icy and wet. Does anyone know the best way to pump my brakes, as in, do I have to come all the way off my brakes and then press in down, or should I only come up about halfway, and then all the way?

In a real situation you will not have time to "think" about what to do/how to pump them, so it's best if you've gotten "the feel for it". Your mind will be able to automatically use that "muscle memory".

What I have found works best for me in most situations though, is to just try to avoid my breaks locking, by not slamming them on to hard (this is obviously not always possible).

Slowing your car down slowly, not speeding up to fast, and not turning to hard, should be your primary tools, keeping your car on the road. I know this seems obvious, but for instance it its icy out, and you need to stop pretty suddenly, i often find I can stop quicker, if I can avoid slamming on the breaks, and just press them somewhat firmly. Because each second you slide, is not only that much further you've gone, but it's less time you have for the slowing down, hence, one you stop sliding, your need to stop is even more urgent than before you started to slide.

So my main piece of advice, is practice controlling how hard you slam the brake on, even in a unexpected, heart stopping/adrenalin rushing situation.

this is a trial and error thing,lots of different conditions require different approaches.go to a large icy parking lot away from other vehicles and practiceWhen you feel the tires locking[skidding] let off,press down again not to hard! Repeat until you stop or avoid the object,just dont stay on the breaks and slid. when you let off the breaks the car useally steers in the direction your turning . practice!
