yes it is. This is because you have to hear things like honking horns from cars and especially trains coming down the tracks. You can get a decent fine for doing that.

If we have socialized medicine more such laws will control our lives. The politicians will say, "if the government has to pay for your medical, everything that would put you at risk medically we will regulated: Smoking, alcohol consumption, being overweight, distracted driving, seat belts, aggressive and risky sports activities, even your sexual activity will be regulated.
