Every area of the country has it's own driving style, and you need to get used to it. People from Texas probably think people can't drive wherever it is that you came from too.
The left lane is for people who are about to turn left. On the highway, the left lane has no specification at all, and you're free to go slow in the left if you want to. It's not a law, it's a tradition where you're from, and they have a different tradition where you are now. Learn to live with it.

I'm convinced that a very high percentage of drivers out their are in fact mentally challenged when it comes to multi-tasking out on the highway. I have been asking myself that same question for the last 5 years. I came from California and thought that we were kind of bad but no one beats Texas. These people have their heads up their asses.
