Sure they "can". Is it a good idea? Well, that depends on a number of factors. I just love it that some say it's illegal in some states if they are under 12. If that is indeed true, riddle me this... is it illegal for kids to ride in pickup trucks with only 1 bench seat in the cab? What about a 2-seater car? Is it illegal then too?
