Sure they "can". Is it a good idea? Well, that depends on a number of factors. I just love it that some say it's illegal in some states if they are under 12. If that is indeed true, riddle me this... is it illegal for kids to ride in pickup trucks with only 1 bench seat in the cab? What about a 2-seater car? Is it illegal then too?Anyway, I think you are probably okay as long as the child is belted properly or properly secured in a car seat that has also been properly secured. (Geez, I sound like a broken record.)

If the child is young, then I don't think it's safe. Airbags are there for a reason. If you crashed your car, you child would go flying into the dashboard and could die or suffer from a horrible injury.The back seat is 40% safer for children. So unless there's no other alternative, then no, they shouldn't. I don't know about your local laws, but the laws of physics are pretty much against it. And they don't hand out tickets.
