We have one at my apartment complex in Oklahoma City. Today I entered the circle when nobody else was around. Then this person comes up to the circle right as I'm about to go around, and insists I let her in by basically cutting me off. I always thought a circle entrance was considered an uncontrolled stop or a T intersection, in which case the person who enters the circle first has right of way.

The person on the right has the right of way, but that doesn't mean they can just go barreling through.the driver who is already occupying the circle his the right of way and should not be forced to yield to any one who is not already in the circle.
I don't think there's a fixed rule in the US, there should be Yield signs to indicate who should give way.
One thing I love about living in the UK is the traffic circle, or roundabout as it's called here. They take the place of the 4-way stop, but you don't have to stop for them and they speed up the flow of traffic. The irony is that in the US traffic engineers use the traffic circle to SLOW DOWN traffic for the very reason you are asking this question. People in the US don't know how to navigate them.

But you had a simple question and here's the answer: traffic already in the circle or approaching from the driver's side (LEFT in the USA) has the right of way in a traffic circle, according to the rules over here.

Generally, the vehicle already in the circle has right of way over traffic entering the circle.Unless specifically posted, the auto in the circle has the right of way.. kind of like the traffic on the highway has the right of way and the motorists on the entrance ramps should yield to the cars and trucks going 75mph! People have no idea on how a rotary is "Supposed" to work, so when in doubt and safe to do so, let them go first. you do have the right of way though.

If you eliminate the CIRCLE in the center of this intersection, you have a regular 4 way intersection. Treat it the same way.When entering a traffic circle and you intend on taking the next RIGHT exit, you remain in the right lane and turn into the right lane and then take the next exit.
If you intend on going STRAIGHT ahead, or taking the third exit (left), or returning back from where you came, you enter the traffic circle into the closest lane to the center. Here you have the right of way..so, if you draw a diagram of an intersection with a traffic circle and think about eliminating the "circle", you have a regular intersection, right? You just treat it the same way....hope this helps...
