Why do'nt a uniform speed breaker in all roads in India? What is the porblem in having uniform speed breaker?

We encounter different types of speed breaker even in highways; the speed breaker in railway crossings are not vehile friendly. If there is a uniform pattern of speed breaker with proper colouring or sign drivers may find it convenient in negotiating speed breaker
