it makes it so you can drive fast safely and yes, they give better performance :)It actually can vary. Obviously you need to pick a reasonable speed rating and reasonable tire. You can't really use an off road tire for highway crusing, it's not designed for that. You're best to go off with something similar to what your vehicle manufacturer recommends as often the suspension is designed to work with the tires resulting in a better safer ride.

two yeses, when you mention preformance you mean the tires ability to not deflate under immense foward thrust? or its ability to hold pressure just cruzin? or severe braking?well i think most tires will stand up to this.
speed rating has nothing to do with your handling and traction for everyday driving. it is the maximum speed you should go on those tires safely. if your going 150 on tires rated for less than 120 your car will be very unstable and a blow out or seriously bad traction would occur along with probably messing up the tires if they even hold together. if u plan on going 160 or something just buy Z rated.
