Call the DMV. Some states have different licences for teenagers and laws. In SC they have a beginners permit that they can only drive with someone older than 21 in the car and drive from 6am to 6pm. The next licence is the learners permit where they can't drive past midnight. And if under 17 they have to take drivers ed to get the 2nd license.
