In South Africa it is illegal (seat belt or not) and of course not wearing a seat belt is also illegal. I'm not sure about other places but if it isn't then you should still not do it as it is a definite distraction. We, for instance are allowed to use a hand-free kit or car-kit but that i think is also a distraction.Anyone else leave the seatbelt in their car plugged in all time and just use the shoulder belt?
