Are crash test ratings accurate?

My father sasys that the size of a viechle and the weight of the car are the most important things when it comes to safety. I am looking at buying a car that has more weight but only recieved three stars on the National Highway safety board. I saw another car which doesnt have a nice interior and weighs less but recieved more stars? How come?
