In your drivers training manual. Called common sense. You can be charged for overdriving the conditions.

Appropriate speed for conditions. You're left to figure that out for yourself. Think "a speed that won't cause accidents." Best not to try to argue that one with a cop, who's arrived on the scene of about 1000 more inclement-weather accidents than you have.What are the safety tips in an autobody?
As long as "prevent accidents" is what drives your thinking, and not "Get out of this mess" or "do what I always do"... you should be fine.
Note that it does >NOT< mean "the same speed everyone else is going". The lemming defense doesn't work.
