The laws are different from state to state; however in my state (Michigan) there are situations where the bus driver is NOT required to use anything but normal hazard warning lights.

This is when:
-students are not required to cross the road
-the roadway is of adequate width to allow the bus to be pulled far to the right, so that traffic is unobstructed
-the lawful speed limit on the roadway is 35mph or less
-a school administrator or entity under contract to provide transportation services has approved the use of hazard lights only at that stop.

in the state of ny a school bus dropping off children at a school does not have to show lights providing the bus is on a school site. on a public road a bus is required to flash amber lights when stopping to pick up children and when it stops, flashing red until all children are aboard and seated. the same applies when dropping off children. by law traffic has to stop when red is flashing in both directions.

Because some children have to get off the bus and cross the street to get to there homes and if a child got off the bus and you didn't see any lights you would still try to go around the bus if you had room but you could hit the young child thats crossing the street to get home.
