Far too many people are holding their mobile phones whilst driving. Yet prosecutions are less than 1% . I have filmed in the space of 15 minutes 1 in every 20 car driver holding and talking on his mobile.

In my state if we get the license # and call it in they notify them by mail and they are fined. If it happens to often they have to go to court and can lose their Drivers Licenses. I like the Law here..

There are several issues here. Whilst it is, apparently (according to your post) illegal throughout the U.K., it is not illegal everywhere. So you may be seeing an infraction where there is none. (Note it's up to the city and/or state in the U.S. to set it's own policies).

It sounds like you're filming these people, and if you're doing it from the side of the road, I guess that's one thing...assuming filming of complete strangers is legal in your area....but if you're filming from your car (using your phone maybe?) that's quite another. Also, without certain proof of car, make, model, tag number, and a clear image of the driver in the act, you really are just mucking up the already choatic law enforcement system.

Reporting them really won't do much good. Even if it's a primary offense, the officer must see it happening. Above all that you'd have to triple the manpower just to enforce it. Can you afford that kind of tax increase? I can't.

What the hell are you doing filming while you are driving? It's not illegal to be on the phone in California. It will be next year unless you're on a hands-free device, but from now on, until then, keep your filming in the bedroom, preferably filming your wife. I've filmed her before, and believe me, she's much more entertaining than some fat slob on a phone in the car. At least she was with me. She said I "brought her out of her shell".
