The taxi meter collects data from the car's transaxle pulse-speed sensor (about 1992-now) or from a speedometer cable patch transducer (pre-1992).
In both cases, it depends on the car whether speed readings are present in reverse; the meter will see any distance the car travels in reverse IF the car speedometer gives speed readings in reverse (easy enough to test).
But most taxi meter units, employ internal circuitry to filter out reverse-polarity signals, leaving only forward-direction information (I am told to reduce meter manufacturer law suits).
Bottom line...
Though there may be no regulation forbidding it, there is usually no fare associated with distances traveled in reverse gear. The fare calculation will not depend on this data, therefore the driver will not owe YOU money.
