Here in the UK they already are banned whilst driving (to use one you must be stationary and have the engine switched off or you get a fine and your licence gets endorsed The only excuse for using one whilst driving is in an emergency situation. There can be little doubt that cell phone conversation while driving is distracting and contributes to accidents. It endangers the safety of the talker and all those he encounters/obsrtucts on the streets and highways. Many accidents have been directly attributed to cell phone conversation and the distracted driving occasioned by it.I can think of no good reason to support cell phone conversation while driving except in the very gravest of emergency, as when transporting someone to hospital and the need for advance notice of arrival.
