I have been a local police officer for 12 years. Many people are telling you to call your local police. I think you would be better off calling your state police or highway patrol. Their main focus is on traffic safety. Sometimes with local police you get an administrator that has not worked the street in many years and may give you an answer that is not as up to date as you need.
It is legal to use a cell phone in VA by the way, but be careful if you wreck it may contribute to a reckless driving charge.
