In Wisconsin, you do not have to pull over for an emergency vehicle on a divided highway. The reason you are pulling over is to give them room to pass you. If the highway is divided, this would not be the case.

Fire engines and ambulances are only asking for the right of way and most people will pull over out of common courtesy.
