An example is the seat belt law, the only state that does not have a mandatory seat belt law is Mass. and they do not get federal dollars because of that, but then the state motto is "live free or die" (good motto). Except for commercial drivers, laws are dictated by the state, commercial drivers cross state lines regularly and are subject to federal laws, however non-commercial drivers are still required to know laws of the state they are driving in.
