Trucks, in general, carry a heavier over-all base. This makes them easier to turn over, (they're light in the tail end if nothing is hauled) especially if they're hauling cargo. A bus is long and, despite a possible 50+ passenger carriage, isn't as likely to turn over--hence, the slightly different rules.
