Is a front seat without air bags safe for car seats?

We have an older truck that doesn't have carseats. Everything I ready says "Don't put kids in the front seat because of air bags," but we don't have air bags.
The truck has a small second row of seating, but it is so difficult to get the kids in and out that we gave up using the truck once we had kids.

The first depends on your 2nd row. If you have front facing seats, than you need to put the kids there. No ifs, ands, or buts. It is just that much safer. If the seats face the side (like jump seats) it is NEVER safe to put your children there. NEVER, whether in carseats or not.

The 2nd assumes jump seats. If you have these type of seats, you must use your front seat, if you must use this truck. I would recommend that BOTH children ride in tethered harnessed seats to protect them from your windshield and your dash, since they are so close.

I don't know how big your 5 yr old is to recommend a harnessed seat for him, but I'd probably start with a Sunshine Kids Radian (amazon.com had these for $130 the other day). It really should be tethered to prevent excessive head excursion. You don't say what year your truck is, so I can't tell you if it has them (tether points) or not, LOL.

They can tell you if your truck has the anchor, and if it doesn't, how to go about getting it (and might even be able to tell you how to get it for free or super cheap).

Why don't auto makers "lock" the speed after a certain limit? It could prevent accidents due to speeding.

I have a similar truck, and sometimes put my baby in her rear facing carseat in the front seat if she is sick and I am worried about her choking, but for the most part, I deal with the back seat. I never put my forward facing one in the front seat because the dash is so much harder to hit than the back of a seat. I have been told by law enforcement that it is safe if there is no airbag, but the back seat is always safest, no matter what. I just deal with the struggle, safer than dealing with what could happen.
