So get your driver's handbook. Does it say anything about the conditions for the driving test? I'll bet it doesn't say anything about turn signals but does say something about C or D.

Before the test, they will have you turn on you blinkers, tap the brake lights and honk the horn. If it is raining or bad weather you will also need headlights and windshield wipers. If any of the mentioned equipment doesn't work, they will not let you take the test. Therefore B is not valid. You are not allowed to have anyone in the car, no exceptions. So C is incorrect. And you are not allowed to speak to the DMV person while the car is moving. Any questions should be asked before or after the test. So D is also incorrect.
