Why do UK dock & railway workers wear only orange Hi Vis clothing and not yellow?

Why is it that people working in UK ports and on railways can only wear orange high visibility safety clothing whereas other industries allow, or predominantly use yellow?

It's specifically laid down in regulation that the colour of workwear for railways is orange (GO RT BSEN 3279) whereas for highway use it should be fluorescent yellow (don't know the rule details).

I was once told by a manufacturer of Hi-vis clothing that yellow attracts midges and other pestilent flying insects more than orange. Whether this has a bearing on it i do not know.

how does a traffic light work, how does it know if there is a car and how long to hold the light?

as far as the rail way is concerned it is due to colour signalling . any red near a track means danger stop yellow means proceed at caution . so in theory you could have someone dressed in yellow waving a red flag and from a distance this could cause confusion and an accident. to avoid this railway staff wear orange gear as hi vis so that the area of confusion is eliminated.
