I would vote intersection because an intersection requires people to stop and go in an orderly fashion, it requires everyone to pay full attention. Even if you are paying attention, it's possible that the person behind you isn't, so you get rear ended. If that isn't enough, you have pedestrians doing what ever they feel like and restricted visibility, especially if you are sandwiched between two trucks with another one in front of you.
