states have different rules regarding helmets. California and several other states require an Department of Transportation approved helmet.

Because the vast majority of drivers on the road are in cars. You get the most bang for you buck by making people wear the seat belt. I live in Ohio and we for the time being have a no helmet law if your over 18. If under 18, you have to wear a helmet. AnUse of blue strobe flashing lights on your car on private property?
