Speed cameras technically measure velocity over a couple of metres, due to the simple way they work. The car speedometer measures speed because it is attached to the axel (and therefore the wheels).

Because we can only measure speed whilst in the car (and not velocity), they may as well give us a speed limit and not a velocity limit.
