Personally, I think people who are stupid enough to get photo radar tickets should consider the fines as voluntary tax payments. There are people that honestly believe that if a camera catches them, they really weren't speeding, that they were only speeding if a police officer catches them. By the way, the blocker spray doesn't work that well, and police can spot it on the plate. That is why not many places sell the junk now.
