First of all I dont know where Hyderabad is.
these laws are common in most countries, and are put in place to try and save lives.
1) I agree that tougher drinking and driving laws are needed (my own father killed himself this way)
2) traffic cameras could catch light jumpers
3)true, a larger and/or more mobile police presence might reduce the number of unreported accidents
