Can anyone put a blue flashing light on their car roof and drive around private property with it switched on without getting booked? I'd say yes because it's not a public place but what's the true answer? I know of someone who does this but is it legal?

HA HA Do you really know someone that has a blue flashing light and drives around there garden, or are you a closet policeman.You can of course do as you please on private property. Be aware though that some states have laws that prohibit red or blue lights where they can be seen from the front of a vehicle, and it doesn't matter if they are lit or not. Also many states have laws against any blue lights, again lit or not, anywhere on a vehicle, including the "blue dot tail lights" you see advertised.
Again why no seat belts on school and all buses?
If your car is always off road on private property, or you completely remove the blue light upon getting of public roads, (as in the case of a temporary magnetic light) there should be no problem.
