1. Seat belts suffer from abrasion when they are taken on and off and have to ride through the pulley that stores them when not in use. Sunlight can cause dry rot to the webbing.

2. Not sure how an Australian lab would test for strength , I live in US but work at a trauma center and I think the strength should be at least 1000 lbs. It is feasible for a 400 + lb person to be riding in a car and on impact 400 + lbs against the seat belt would equal at least 800 lbs of pressure from being stopped suddenly at a high rate of speed.

Is a driver allowed to use any other equipment like a hands-free mobile phone or 2-way radio equipment?

It may be their right to risk injury however in the US...our taxes would end up eventually paying for their long term care in the event they were paralyzed or injured to the point where they were functional but qualified for disability. Insurance only goes so far before you reach the maximum allotted amount. So by risking injury to yourself you are risking your own quality of life as well as placing a burden for your care on every taxpaying citizen.
