At a two way stop where the cross traffic is heavy, a car wanting to make a right hand turn (car A) stops at the stop sign and waits. While waiting, a car pulls up to the opposite side wanting to go straight through and also waits (Car B) , Behind car B, 2 more cars pull up and wait (Cars C and D).

Car C has to wait for Car E to proceed, though, since Car E approached and stopped at the stop sign before Car C stopped at the stop sign. Previously Car C was not at the stop sign - he was waiting behind Car B.
