The term "Hoon" was first used in Australia at the turn of the 20th century. Its origin is currently unknown but is widely believed to be a shortened form of "hooligan" [1]. In more recent times it has been used to describe any young male or female who drives in a manner which is anti-social towards the standards of modern day society in what are usually heavily modified vehicles of Japanese or Australian origin.
"Anti-Hoon" legislation has been introduced by nearly all state parliaments, introducing penalties such as car confiscation for activities like burnouts, and illegal car modifications. The police force in New South Wales have put in place various and extremely stringent guidelines for such as setting up Defect Stations which pick out modified cars who do not carry an Engineering certificate. For this, a warning is initially given, and then on a 2nd offence the car is impounded for a period of 3 months. The impound rule also applies for any hoon caught participating in illegal street racing, burnouts, drifting or any other form of aggressive driving seen to be anti-social, or that places the general public in danger. If someone is caught within 5 years of having their car inpounded, the car is impounded again, and sold by the Australian government. The funds are not returned to the owner.
