Me I think first offense should be a written warning
Second offense should be a $100 fine with summons to where they could lower their fine
Third offense should be a $200 fine without a way to lower the fine
Fourth offense should be punishable of up to 90 days in jail
Fifth offense should be punishable of up to 180 days in jail
Sixth offense should be punishable of up to 1 year in jail.
And I'm talking about a period of two years, after 2 years their name will be written off.
