Some parking lot has a signs that says " head in only". Whats the reason for this?

i tried to think of a reason. Maybe its for the inspectors to see the license plate. But i see a lot of that signs here in California especially in a condo area. I also think that in California it requires to have a license plate on both end of a car so it cant be that reason. Whats the reason.
