Unless there a signage stating "no right on red," you can do so as long as you yield to traffic.if you say that you are "passing gas", where exactly are you passing it to?
Changing lanes in an i/s...in some states you can and in some states you can't. Rule of thumb, so long as it's clear & 100% safe to do...go for it. But check with your DMV and the rules of the road for your state.
