In fact I think there are many situations where it is perfectly safe to drive well above the speed limit, but that you should look to prevent accidents that might occur from other causes such as falling asleep, lack of stopping distance from the car in front, and a lack of paying attention to the erroneous driving of others.

speed+stupidity='s death....and often, there's an innocent in the line of fire. i saw a pic of a sport bike that was detirmined to be going 155 mph when a car pulled out and the bike plowed broadside into the car with such force, it killed the 2 that were in the front, the rider was found in the back seat, and the bike was wedged in 3/4 of the way inside the car. the force of the impact shoved the car 10' from impact point, and also rolled the car over.

What is excess speed anyway? Going too fast for the road conditions or going in excess of the posted limit? They're 2 different things. 30 in fog outside a school at 3pm is criminal. 120 on a quiet motorway may be perfectly safe. You have to ask if the accident would have happened anyway, if the driver wasn't paying attention, on the phone,driving like a t*t etc. Most accidents are caused by non-speeding, totally sober f**kwits.

If you think about it, that is incorrect. SPEED never killed anyone or caused any accidents; it was the driver's inability to control their vehicle at speed, and the resulting sudden impact. The speed itself has never caused accidents.
