Just what was the "Baby On Board" sign for? Did it help us decide which car not to
hit in case of an accident?

Something else to block the view out of the windows of their vehicle. Among all the bumper stickers covering the rest of their windows. Apparently people think that's going to keep them from getting into an accident by having that sticker or sign.

Is a 7 year old allowed to sit in the front of a car with a booster seat.?

The idea behind those were to get people to pay more attention to their driving, which really don't help either when the person driving the vehicle with that sign is the one talking on a cell phone and reading a news paper, putting on their makeup, curling their hair, etc. I saw a guy the other day driving down the road reading the owners manual for his car, now that's very comforting.

I think they are signs to warn other drivers that the person driving that vehicle ain't paying attention to what's going on around them.

Nah, it was just a cutesy way to remind you to drive carefully at all times, because even people who don't care about themselves wouldn't want to hurt a precious baby. But I think they stopped using them because people were getting a little reckless trying to look in the cars to see the babies!
