Have the DVLA sent your license to the wrong address?

Question:
Despite me filling out the change of address on the counterpart after I passed my test, and handing it to the examiner when he took my provisional license,

show me road signs, i am going to driving school for driving lessons?

The DVLA sent it to my old address,
I'm well cheesed off,
Aparently they are investigating,
Has this happened to you,
Do they expect me to pay for it,
What happens ?
