If it is added after-market (film) scrape it off with a razor blade the wash the window with goo-gone to remove any adhesive, you may then have to wash the window again with glass cleaner. If you don't have Goo- Gone you can use Nail polish remover.
If the windows are factory-tinted there is no removing the tint unless you remove the windows and replace then with non-tinted replacements.
