How did I create a problem for CHP?

Back when CB radios and radar detectors was the accept way to drive on Interstates, I carried them with me when I flew to another city. I did hear that detectors were illegal in California.
On my flight to Sacramento, after renting a car and getting on Interstate 5,I pulled on the shoulder and opened the bag with the CB and detector to install in the rental. As I was getting the detector out, there was a rap on my window. It was a CHP officer. I was caught red-handed, but tried to play it cool.
“Hi, officer.” Him: “Can I help you, Sir?” Me: “No…I’m just connecting my CB in this rental.” Him: “Well, that gives me a problem.” Me: “It does?” knowing I’m cooked. Him: “Yes sir, the shoulders are for emergency parking. Get back on the freeway and pull off at the next exit.”
He went to his cruiser and I pulled on the pavement staying 5 mph below the 55 limit, with him on my tail. As I got off at the exit I looked for him to follow and give me a ticket. But he didn’t. Whew!

CB's are not illegal to own or have in your car. But again it is just as the CHP said. If you had set everything up before you got on the freeway no one would have cared. The reason why it is a problem? Your car presents a driving hazard for other drivers. Many cars have be hit, clipped, or have caused other cars to hit others. They like to keep the shoulder clear of cars. That’s why it was a problem.

It's exactly as he said: he's required to check out every single car that's sitting idle at the side of the road. If it's unoccupied, he needs to put a sticker on it so that it gets towed after X days left there. in this case, the cop was right for safety reasons, youre not allowed to stop on any interstate if its not a real emergency., you should have put in your toys before you took to the open road. in most states the law frowns on radar detectors, but they dont enforce the rules unless you are over 18000 gvw, these days most speed detection cars use a laser, your radar unit is essentially useless, if you want to keep your license, get off the gas plan ahead.

Did you miss all the signs along the interstate that said 'EMERGENCY PARKING ONLY'? That is the problem you caused, pulling off and parking on the shoulder in violation of the clear instructions on the signs. He assumed you had an emergency. Next time find an off ramp before you decide to hook up your radar detector so you can speed through California.

you created a problem because a car pulled over to the side causes other people to slow down and look to see what is going on and having the CHP get behind you to tell you this creates even more people looking over. that is why most freeways i have seen the shoulder says no stopping or parking or emergency parking only. also it can be hard to get back in traffic because the people coming up on you don't know what you are going to do when you are going to get back in to traffic. It is hard to get back into traffic if you don't know what you are doing. I had to do it once and i did it correctly but the people that were in the lane that i was trying to get into freaked. that is why you should not pull on to a shoulder of any freeway or highway unless you have an emergency or real need to pull over not for some stupid reason like you wanted to hook up something you should not have had in your car any way
