Is there a driving simulator i can buy that can teach me how to drive?

No, as there is no flight simulator that will teach you to flight, or swimming simulator that will teach you to swim, or golf simulator that will teach you to golf, etc. - pick your own one. Real life differs from simulators dramatically.
